It's always better to be more dressed up than underdressed. I think he SHOULD wear a tie, and he might as well wear a jacket because 1) it looks good, 2) it won't kill him, and 3) he can always take it off if he's overdressed. Wearing a jacket and no tie will not look as good. If he wants to wear khaki's instead of dress pants though, that's what I would consider semi-formal for guys.

If "semi-formal" has been specified, a tie is advisory. Maybe "required" is too strong a word, but it would be a good idea. I lean to your side. A sports jacket is definitely not necessary, but it probably wouldn't hurt anything either.

In my opinion, semi-formal means shirt and tie, formal means shirt, tie, jacket.

A jacket yes, a tie no. But if I were you i would convince him to go with the tie regardless of what the invitation says.

Semi formal is a suit and tie. Formal would be a tux. Informal would be no tie.

I would go jacket, no tie.

It's a 20 yr reunion. Time to relax and party. Leave the stuffy cr@p at home.

I would say either a jacket or a tie, not both, or maybe a sweater vest.
