By this I mean working regular timetabled passenger and goods trains, as opposed to steam specials for railway enthusiasts, or on private industrial railways, or on preserved "tourist" railways.

I don't think China has regular steam hauled passenger services any longer. They have been doing away with steam rapidly in an attempt to make the country seem modern (for the 2008 Olympics?) There may be steam still on industrial lines.

The only Mainline steam left in the world (in regular service, not on enthusiast trains or preserved) is in Eastern Poland at Wolfzien depot. This is largely because of problems with fuel importing, and problems in cold temperatures.

None in China now. Or Mongolia. Still one in Ukraine (Kiev,) and I think the Darjeeling line in India is still steam. It's narrow gauge. Mongolia does still have some branch lines that run some steam.

According to Wikipedia (not that thats a great source). It ended in China at the beginning of 2006.
