According to the Missouri Dept of Revenue website (see below), you cannot get a refund on any unused portion of your Missouri registration, so, technically speaking, you don't need to do it.

However, they indicate that local property taxes may hinge on your surrendering the plates, or else you will be taxed on your car forever!

Yet, they don't have an obvious address to where you can send the plates! Should it be to the Dept of Revenue, or your local Town Hall or County Clerk, or to the DMV?

The following is from the "dmv.org" link, below, which may be outdated, but it was easier to find the info from them than from the MO website! Although the following info has to do with changing your address within Missouri, it is probably valid for getting someone in MO to answer your question:

"To change the address listed on your driver's license records, complete a Change of Address Form and send it to:
Missouri Department of Revenue
Customer Services Division
P.O. Box 100
Jefferson City, MO 65105-0100

If you have questions about changing your driver's license address, please call the DOR's Driver Licensing Division at (573) 751-2730. If you have questions about updating the address on your vehicle registration paperwork, please call (573) 751-4509.

As an alternative, you can email the DOR with your full name, MO driver's license number or Social Security number, your Missouri vehicle license plate numbers if any, and your old and new mailing addresses (including county) dlbmail@dor.mo.gov and your information will be forwarded to the appropriate staff members."

FOLLOW-UP:

Today, 10/01/07, I received the following e-mail from the Missouri DMV, verbatim:

"Thank you for your email regarding your plates. You can destroy the plates yourself, or you can return them if you would feel more comfortable knowing they were destroyed by us and no one can get them and use them.

Attention Surrendered plates."
