For me the most important thing is to get the skin softened first, either by laying in the tub for a few minutes or waiting to shave until the end of the shower so the steam has worked into my skin. Then, it's important to use shaving cream or a very moisturizing soap, and lather the area up WELL. Important also is to have a fresh and not dull razor, often a lot of bumps are caused by a dull razor or having to go over the area several times because it's not sharp enough to cut all the hairs. If you do have to swipe the same area twice (and I try not to if at all possible), re-lather the area before using the razor again.
Finally, dry off well, by patting, not rubbing. and maybe apply a light moisturizerer..

Use shaving cream - that's what it's for! If you haven't got a male in residence, go out and buy a can of shaving foam or shaving gel.

Use and Intuition razor, for sensative skin and when your done shaving "down there", put some solid deoderant there, it helps with the bumps, they should show up as big/many.
