Give him some very soft cat food or boiled chicken. If he eats it, then he is weaned, so just keep feeding it. If he doesn't eat it, do the following:

1. Keep her warm, but not too hot. So small babies cannot control their body temperature, so you must keep her at a steady 37-38 C (the temperature of a body). Not lower, but not higher either. Put her with a blanket she can cuddle up with.
2. Buy kitten formula milk. Prepare it and warm it up at body temperature each time. feed every 2 hours. She should suck it from a kitten bottle by herself, but if she doesn't you can drop some drops on her tongue with a suringe (without needle). Just don't poor milk in her mouth if she is not moving her mouth like she is swallowing, because babies can inhale liquids and die.
3. After every feed, take a wet cotton ball and wipe her bum and wee-wee area, until she pees. This is essential, because she can't do it on her own. She will pee every time after feeding, but she will not necessarily poop every time. She may poop once a day or two days.
4. Her eyes will open after 1 week approximately. If she has a lot of liquid like pus on her eyes when they open, clean them with chamomile tea infusion or Tobrex, but ask the vet about it. At 2-3 weeks she will start walking more confidently. At 4-5 weeks she can start eating canned food. Until then, good luck.

First remove the kitten away from the mother and/or other kittens so it won't be harmed. Go to the local pet supply store and get a bottle and kitten formula like KMR. Do not feed them cow's milk. I run a rescue home for stray kittens and this is how we feed them all. You'll also have to manually get the kitten to go to the bathroom after every feeding. Talk to a vet or someone at the pet supply store on more details on how this should be done. Make sure to keep the kitten warm too. Kittens under 3 weeks old do not hold their own body heat.

If this kitten is really young, like under 8 weeks and not weaned, do as the others have said. Feed it with a kitten bottle. But please, be sure to feed it KMR, kitten milk replacement, NOT the cow's milk in your refrigerator.

If the kitten is under 8 weeks of age, you can buy formula and a feeder at any pet store.

If the kitten is 8 weeks or older, she has probably been weaned already, and can have kitten food.

Do not give it cow's milk - it will wind up with digestive problems.

Maybe you can:
1) Find another mother cat who's wiling to share
it's milk with the poor kitten. or
2) Try to ask a shelter for kitten formula and feed it with a baby's bottle.

First, get the kitten.Call a vet or humane society and ask for details on how to bottle feed the kitten.
It will NOT survive without a mother.
If you are not willing to bottle feed, then most vets or shelters will take the kitten.
Please don't let it die......:(

get some kitten milk from a pet shop and bottle feed the kitten if you are really concerned. because it's not getting the nutrients it needs from mom cat and it could die if you don't take action.

Get the poor thing and try to feed it yourself. Sounds like the mother is a first time mom and neglectful of her duties. Call your vet and they can get you hooked up with some formula that is just like the mother's milk. Please don't let the little thing starve to death.
