It originates from St.Ambrose c 340-397 si fueris Romae, Romano vivito more; Si fueri alibi, vivito sicut ibi.
If you are in Rome, live in the Roman way; if you are elsewhere, live as they do there.
Jeremy Taylor (1613-1667) An English Divine quoted it from St.Ambrose in 1660 (Ductor Dubitantium) bk. 1,ch.1,rule 5.

When in Rome, do as the Romans do. In other words, adapt to local customs and culture rather than trying to impose your values on other people.
I'm sorry, I do not know the origin of the phrase.

When in Rome do as the Romans do. I do not know where it originates. It means, when you are in someone else's house, town, country do as the people of the house, town, country do. If you are in a moslem country where women wear burkas then you should too. If you are in a house where they pray before they eat, then you should at least sit quietly while it happens. It is rude to do otherwise.

When in Rome. Do as the Romans do.

It just means, when in a foreign land, try to act in accordance with that land's customs rules and laws.

It's just good advice. Almost everyone hates tourists, but if they make an effort then it eases the burden!!
