Yes, it's very easy with Windows Movie Maker.

Start Windows Movie Maker by going to Start--> Programs--> Windows Movie Maker.

Click the "Import Video" link in the "Movie Tasks" panel (Left Hand Side of your screen).

Navigate to your video file, select it and "OK" your way out.

Depending on your computer's speed and the size of the clip, it'll take a few seconds to several minutes for the video to be imported. Once imported, you'll see it as a "clip" icon in the centre panel (to the right of the "Movie Tasks" panel).

Check the bottom of your screen. If you see the words "Show Timeline" click that button to display the timeline. In timeline view, you should see grey bands labeled "Video", "Transition", "Audio", "Audio/Music" and "Title Overlay".

Drag the icon from the middle panel (the video just imported) to the "Video" timeline.

Hit the space bar to play the clip. You will see it play in the monitor window (extreme right of your screen). Hit the space bar again when you want to stop at a particular frame. Hit Alt+Right Arrow to move forward frame by frame or Alt+Left Arrow to move backward frame by frame if you need a specific frame.

When you are at the frame you wish to capture, got to Tools--> Take Picture From Preview (Menu bar at the top of your screen).

Save the frame wherever you want with the name you decide. You can only save it as a jpeg (.jpg or .jpe) file.

Once saved, it's available to be manipulated in Photoshop or other image manipulation software.

Yes - two ways. If it's like a flash video or something, hit the "prnt scrn" key (usually next to the F keys), and then open a program like paint or photoshop and paste it, then save it.

If it's like Windows Media Player type, download a program called "fraps", should be fraps.com, and take a picture that way.
