To become a Officer in the Air Force, do you need to be active duty?

You need:

1) To have a four year degree (preferably a technical major)
2) To be able to pass the physical fitness test
3) To be able to pass a full medical board
4) To complete an officer training program (Academy, OCS or ROTC)

As to being active duty, no you don't have to go that route. I've never heard of someone going Academy to Reserve Officer, and it's rare from OCS. However, if you go through ROTC you can certainly go Reserve (with a longer service commitment) instead of Active

Preferably! Active Duty for a few years then transfer into the Reserves!

if you want to be an AD AF Officer , yes. otherwise, you would be a Reserves Officer. You also need a 4 year degree,preferably with a 3.5 or better GPA in something like Engineering or Computer Science to be competitive.
