Seems like nothing is working right and the teachers seem to be "sleeping on the job" so far this year. Anyone else feeling like this with the program this year already?

No, my kids is always ahead and has things turned in. We're lucky is she grades it and puts it in the gradebook 5 days later, then wants to post -1 -2 -3 in red in the gradebook for each day it goes past the turn in deadline! When it's been in for over a week. I oversee what he's doing and she's not doing her job.

Ask for an hour of your parents time. Have a plan to get your license through a course. Talk about how you are going to buy your first car and pay for things like gas, insurance, repairs and tires. Check with any insurance company about the local law where you are. Most areas say when the children are over 16 the insurance rates go up anyways for the parents. Something about a preventative measures. If you can make some arrangements on your own to conduct an intelligent conversation with your parents then the rest will be easy.
