You need to have a DVD burner and blank DVD's.

no, cd as only 700Mb but a DVD as 4.7 Gbits, therefore your DVD's from PC will not fit on a CD, because the CD doesn't have enough space to support it. Therefore you need DVD blanks for DVD movies.
Unless the file you are burning is under 700 Mb and can fit on a CD therefore you can burn it and play it on your DVD player only if your DVD player supports CD. What type of dvd player it it? Read the manual.
Because Some DVD players can read CD so you might able to play a cd in a dvd player which contains files from your PC, as long as the file can fit on a CD.
However, there are progames which can divide up your DVD files, so that you can put them on CD's and play one CD at one time and then watch the second half of the movie on the second CD.

Buy the NetGuide magazine. They tell you everything you need to know.
You'll need a DVD Burner, and the computer will need the right attachments if it's external. (when you say "files" do you mean movies or photos or literal FILES??) You'll need a burning program. I can't really help you there, coz I use a Mac, and the new ones automatically ask you if you want to burn something when you put a blank DVD/CD in

You mean data files or Video files, data files cant be viewed in a regular DVD player because you need a computer to open the files you want to view and regular DVD players come equip only to view video that has to be readable only to DVD players.
