I have a Psone console...it used to work fine but i haven't been using it for a while now...and now the console doesn't read my CDs properly, it skips in the middle of any game and also hangs sometimes...I believe there must be some dust in and around the lens, so can i clean it myself? and how do i do it?

Absolutely. All you need is one of those cd lens cleaners wth the little brushes on it. Philips makes them and you can get it at any place that sells music. All you do is just place it in your system, close the lid, turn it on and follow the instructions.
Or if you're feeling ambitious, you can use a q-tip to try to wipe some of the dust away. I wouldnt recommend the latter though.

Be very careful. NEVER use those cleaning discs with brushes. The best way is to get a special pressurized air spray and a special cleaning spray fro sensitive electronics (in case of extreme clogging, make sure it's certified to use on sensitive electronic devices under voltage). But if you don't know much about electronics - pay some money (it won't cost you a lot) and let any electronic service do that.
