I am wondering are the police in each state, they share the same system, like they can track anyone from any county? or just in certain city they are from?

Your question is not very clear. The police do not "track" people; you do not have an installed GPS system in your body.

If I stop you in my state, I can certainly make inquiries about you through several computer linked criminal and record information systems. The National Crime Information Center (NCIC) will tell me if there is a felony warrant out for you or if your car is stolen. A records check will tell me what misdeeds you have committed. A license check will tell me if your driver's license is current or suspended. And so on.
