There are military bases through out the United States. One of the more prominent bases in Illinois is Naval Training Center Great Lakes. An individuals pay grade and status will determine if they can live on or off base. Counselors are employed through out the US military in both civilian and non civilian positions. Have you considered joining the (Army/Navy) reserve as a counselor? They work part time and help the members of the armed forces. Many military bases do employ civilian contractors. For correct information please contact the human resource department at the base of your choice.

too vague. What Branch of the military? Civilian or Servicemember?
a SM work schedule will vary greatly. as will what locations they can be stationed at. there are both Civilian and Military counselors.. and when you say counselor, do you mean mental health or career?
the most well known base in Illinois Is RTC Great Lakes and NTC Great Lakes, both Navy . RTC is where all new recruits go to train, and across the tracks at NTC is where some of them go for intial schooling/training.

Glenview Naval Air Station is closed. Fort Sheridan IL has been mostly converted to civilian use. Great Lakes Naval Base is the biggest thing going on in Illinois.

There are a number of military bases including Glenview Naval Air Station near Chicago and an air force one down near Urbana. I may be out of date.
Civilian workers, of which there are many on a military base, almost never live on the base, but commute to work each day.

I couldn't find anything about a former base in Pekin. I don't recall hearing about one when I lived there.
