The deadline is Sunday. Monday begins the new fiscal year, and concludes any quick ship bonuses. New year = new goal. As far as I know, anyone can get it. You probably have to score at least a 50.

Most bonus that I know of is given after boot camp. Ask a recruiter they should be able to tell you a dead line.

I think you get it after you finish Basic training along with the salary you get from Basic.
