Technically you only need an official birth cirtificate if you travel to Canada or Mexco via land. The law requiring the use of passports is currently pending and will not go into effect for land travelers intill sometime in 2009.
A passport however is more secure, easier to use, and more official than any birthcirtificate.

If you are a citizen of the United States, you do not need a passport to enter Canada; however, you should carry proof of your citizenship such as a birth certificate, certificate of citizenship or naturalization or a Certificate of Indian Status, as well as a photo ID.

By air, yes.
By train, or bus where you physically pass over the border, no, but a birth certificate proving you are an American citizen is a good bet.
I live outside the Detroit/Windsor border and go to Canada frequently. But to fly into Toronto, I have to have a passport for my daughter.

rules have changed earlier u could travel to canada with any US issued ID but now u need a passport

You need a passport if you are flying but if you're driving you don't. That all changes next year when you will need a passport.
