Did something happen while you worked together that made things edgy between the two of you, maybe he has a girlfriend and is worried that you are after something more than just friends or simply he just thought of you as a work colleague and thats all and does not want to be your friend. But honestly, if he does not respond to your note about being friends he obviously doesn't want to be your friend, the way I see it if he wanted to keep in touch with you and be your friend he would have responded no matter what. But in light of all this and from past experiences myself, alot of people view things differently and see things differently and did he actually receive your note, did you hand it to him personally or by other means but overall if it is meant to be it will be.

If you want to be friends, why not just BE a friend? Why did you need to send a note? No, you don't just want to be friends. You want more than that, and you think that like a psychic he'll pick up the clue. Either he DOES pick up that clue and is uncomfortable with it or he DOESN'T pick up the clue and senses he's in an uncomfortable situation anyway. Will women ever learn that nobody is psychic, and stop being vague about their intentions? No, I guess that's unrealistic.
