They would have to limit it to the first reporting party otherwise we would all be level 6 by morning.

We would first have to read the community standards, which is nonsense to waste one's time on. Then we'd have to interpret what they mean by those standards. Then they'd penalize you some points for errors in reporting. Then the whole system would be so unpredictable that it would be exactly what we now have. Or something like it.
