The piece of paper was the death row pardon from the governor- he was running to stop the execution of someone he cared about, but the lights flickering indicated he was too late. The switch on the electric chair has already been thrown.

This man was running to the cell , where an execution was taking place, with a Pardon from the Governor of his state. When the lights flickered, he realized he was too late and he dropped to his knee and cried. He was too late. He did not deliver the Pardon , quick enough to save the condemned man. He cried, because he was too late.
