It's true that you can't force him to like you. But it sounds like you have his attention already. So just relax and be yourself, spend time with him and it should be fine.

You can't pressure him and get a good result. He has to want to build a relationship - OR IT WON'T BUILD! He may have some things in his personal life that he doesn't want to talk about, that are distracting him. It could be financial problems, family discontent, working too many hours, a big project that has his attention, getting rid of an old girlfriend, busy with several new girl (or guy) friends, etc., or just uneasy with building a new relationship. In any case, respond to him if you want to, but at this point, let him set the tone of the relationship and the speed for it to develope - if it is to ever develope beyond where it is now. He may only be comfortable with the current (or slightly earlier even) development of this or of ALL relationships. He may be in pain over past relationships and can't go forward until he heals. No matter what the case, that is his business until HE decides he wants to let you or anyone else in on his secrets.
Give him space. but that doesn't mean you have to abandon him. You can respond and express concern.
Just keep in mind, if he offers NO commitment whatsoever, life must still go on for you. Keep YOUR life going without pining away over him. Be active and involved in other things. If he wants to do more, he'll let you know, and you can decide then whether or not you want to invest more of your self in his life.

If you think he might already kind of like you, I would say....just be aggresive. What's the harm in trying? If you are unsure whether or not he likes you, test the waters a little bit and just step up the flirting. Once he realizes you like him, if he likes you too, the rest will just fall into place. Trust me!

Tell him you want to ask him a question. then ask him: would you believe me if I tell you that I like u lot?
If he say yes which i am sure he will, he will tell you that he likes you too. Maybe he is shy to express his feelings, but never give up.
If he say no which i doubt it, then just tell him that you like him and be honest. If he likes u for real he will tell u right away.
