Very Good question Raj! I'd have to go with YES! Speaking in tongues is for ALL believers. And ALL believers are encouraged to do so, and it is NOT to be hindered or discouraged.
1 Corinthians 14:39
39 So [to conclude], my brethren, earnestly desire and set your hearts on prophesying (on being inspired to preach and teach and to interpret God's will and purpose), and do not forbid or hinder speaking in [unknown] tongues.

It ia clear that the apostles assumed that speaking in tongues was Availble to all who believed. However, it is never stated or implied that is is expected or required of all believers. Doctrines that state such, even to the point of excluding believers from salvation if they don't speak in tongues, are clearly unbiblicall.
So if you speak in tongues, Praise God! (in tongues or in english or whetever)
If you dont speak in tongues, Praise God! (In english)
If You want to speak in tongues, ask the Allmighty for this gift. He promoses to give good gifts to his children when they ask. It is a good gift.

Tongues is available for all, but so might prophecy, yet not all obtain these gifts.
Tongues is evidence of the baptism of the Holy Spirit but is not evidence of slvation.
