A voltage regulator would be a small electrical device that is soldered to a circuit board in your TV. They are usually black and rectangular in shape. The usual sizes range from pea sized to thumb nail sized.

There are many different voltage regulators. The chances of someone without electronics training successfully replacing one by themselves is almost negligible.

You probably meant "temperature insensitive voltage regulator".
