Find out what his specific concerns are about you going. Then try to come up with plans to address his concerns. If he's worried about you being out allnight, agree to be in at a time that works for him.
You need to be mature enough to make some concessions and follow through on what you agree to, though.

Ask him again, and try to find out what his major objections are, and solve them one by one. For example, if he doesn't want you going one-on-one with a guy, find a group you can tag along with.
Or, you can try to make a deal with him--what can I do to earn the right to go to the dance?

I don't really know how to help you but try to explain that this is one of the greatest dance of your life, everybody will be there , your friends, how important this will be for you, I don't think there is anything else you can do.
