I am simply guessing but I would assume it is to stop potential infiltrations. If one department has rejected you already, it is likely due to a legit reason.

This is in hopes of correlating research stopping the majority of potential infiltrators.

They want to see if you have been denied by some other department so they can use the same reason to keep you out. They are lazy and they want you to do their work for them.

Normally, they may want to look at your test scores from other depts. Or, they may want to look at any reason you were not selected for another dept.
