The Congress makes the laws in accordance with the wishes of the people whom they represent.
The Executive branch, mainly the President, make policy on the direction they want to steer the country. They review laws and have a veto power to block laws they don't agree follow the direction they want to steer the country. Vetoed laws are returned to the Congress where a vote of 2/3's or greater of both houses can supercede the Presidents veto.
The Judicial branch judges whether the laws meet the intent and legality of the Constitution of the land. The Supreme court can declare a law Unconstitutional thereby making implementation of that law null and void.

It's judicial and they handle courts. They also check to see if laws passed are constitutional, go by the constitution and don't discourage or take away the rights of citizens.
