Did the New Testment hand over all power of law making and enforcement to GOVERNMENTS ?

If so, then Biblical law is not allowed in civil society.

you need to clarify the question... are the people that believe in the new testamen the enforcers, or are others doing it for them.

Since The United States of America's judicial laws evolved from The Laws of Moses that the God Yahweh wrote, No.

Not exactly true, but OT religious law only applied to it's followers, the Jews. Some small parts were extended to the gentile Christians (most of them tend to forget that).

But still the point stands: no religious laws for society.

It basically did.But there were still rules of church conduct.Plus the Christians were to take their lawsuits to Church councils not secular courts.Other than that....
