if i applied at a job 2 weeks ago, and submit another application today at the same job (except this time i answered the optional questions about race, gender, and let them verify previous work histories) from 2 weeks ago, will the employer keep the first application and discard the recent one or keep the recent application and discard the first? or will they consider hiring me based on the first application and disregard the second application, vice versa or both?

The most honest answer I know is that even in small companies (and especially in large companies) the right hand rarely knows what the left hand is doing. What I mean is that unless you tell them specifically that you already filled out an application, they probably have no idea that you submitted it twice. Give them a call to explain it, and ask them to toss the first one and just use the most current. It also won't hurt to call them so they can remember you.

If they actually notice both, they will mostly like use the most current application.

If you didn't drop it off yet, don't.
If you did, it's not the end of the world.
I would call the employer and inquire if they received your application and explain why you felt compelled to submit the second application.
It's always good no matter what to follow up after applying for a job & put a personal touch on it.

Technically and legally they cannot refuse your application because you didn't answer the optional questions, however some companies are urged to fill minority quotas. It's a double edged sword.

It depends on the employer, and the type of position. For unskilled jobs, they'll probably take a second look, but at high-tech or white-collar jobs, one application is good enough and you just need to follow it up with phone calls to see if the company received it.

And the race/gender thing has little to no bearing. I know this from my work as a legal assistant at a firm that specializes in affirmative action.

I don't understand why you've submitted a second application. Your first application is already being processed. Your prospective employer will also be confused about why you did this and why you answered other questions the second time.

i think that you really don't need to fill out another application but if you want to maybe you should just give them a call and let them know you're interested or go in and talk to the manager. I would suggest going in and seeing the manager and giving them the new applcation. Good luck!
