well try giving her a bath. she could have gotten paint spilled on her, or fell into a pit of tar. you need to take her to a vet if the bath doesn't work.

I think Misstraceyrick gave you the safest answer.
If you still haven't been able to get the stuff off the cat, try oil. (Olive oil or any vegetable oil will do). Oil is a very good solvent for oil-based substances such as tar. Soften the black stuff with the oil first and wipe off as much as possible with kitchen towel.
Then shampoo the cat in warm water (not too hot) to get the residue out. Be warned you might end up with some serious scratches and with shampoo all over you.
Towel dry the cat and comb out her hair. Keep her warm until the fur is completely dried.

You should take it to the vet to see what the black stuff is first of all. If you cannot for some reason, go buy some cat shampoo and be prepared for a little bit of a battle because you have to bathe your cat. If it licks the stuff off it could get sick. Or take it to a groomer and have it done.

Take her straight to your vet! If its paint or creosote it will poison her! If its tar, she will never get it off and neither will you! Poison can be absorbed through their skin and so the longer its left on, the more damage it will do. If you're with a private vet and there is no out of hours service, take her to your nearest PDSA or RSPCA. If you're in SW London the nearest private vet care cover is in victoria but if you ring your vet, the answer-phone should tell you where their nearest out of hours surgery is or the number to call. Please don't attempt to put her in the bath, she's probably distressed enough as it is. Good luck to you both - GO!

Dont let her lick it off, because this stuff might be poisonous to cats. I agree with the person who said cut her fur off. She will look silly for a little while, but her fur will grow back quickly and it is the cheapest and safest option.

Try some googone on her? I don't know but I had to de-skunk a dog once....that was lots of fun! Some concoction of baking soda, hydrogen peroxide, and vinegar or something! Good luck...might have to have her shaved!
