If I talk about the small catechism in a report do I underline it or put it in quotes?

You can speak of a catechism without any particular punctuation. If you use the full title, "Catechism of the Catholic Church", it should be capitalized like any book title. But "catechism" is not a proper noun and requires nothing special.
