CIA retrieves intelligence by sending agents into other countries to acquire information.

NSA intercepts information send through air, water, or the internet, and is the decrypted. Below is a link of what the NSA does. Very sketchy.

The reason NSA hasn't been blamed for things much is because, they only work with information they receive. There's not as much politics in the NSA as there is in the CIA. The NSA is a bunch of "braniacs" using logarithms to decrypt encrypted or encrypt messages to not be broken. That's mostly the NSAs workers' passion.

They have 2 different missions. The NSA is actually larger than the CIA but much more secretive. The NSA works to intercept and decipher communications in various forms more in a counter-terrorism role.

This is a good way to look at the difference between the two.

CIA = Primary objective is to gain intelligence, Secondary objective is counter-intelligence.

NSA = Primary objective is counter-intelligence, Secondary objective is intelligence.

Based on that the CIA is the better intelligence agency since gaining intelligence is its purpose.

Probably the NSA, because no one really knows what they do and they haven't been blamed yet for anything specifically.
