1. This can only be used as a headline. It is not a sentence. There is no finite verb: "elected" is a past participle.
2. This is a gerund phrase (a type of noun phrase): it is not a sentence.
3. This should have a question mark (?) at the end - it is a dichotomy, a rhetorical figure of speech. This is not a sentence either, but it may be used like a sentence in speech.
4. Like 1, this can only be used as a headline. It is not a well-formed sentence - although there is a finite verb, the definite article is missing from "the whole story".
5. Like 1, this can only be used as a headline and is not a sentence.

All these phrases are journalistic headlines and only number 3 could be used in speech.

Headline English is a bit tricky...

1. Martinez Elected Delegate in Mild Upset
Martinez was elected the representative in an election race that was supposed to be a little bit in favor of the other candidate.
2. Trying to Save Face
Means you are trying to keep your self respect; it usually means you screwed up, and are doing someting to try and make yourself look not so bad to other people
3. Lasting magic or a puff of smoke?
-Is it something that is a long-term solution, or something that will not last very long?
4. Project Pics Don't Tell Whole Story
-The photographs for the project do not accurately describe the situation.
5. O.C. Push for Annexation Meets Consternation
-The attempt by the O.C. (I'm guessing this means Orange County, near Los Angeles) to annex (combine another area with the O.C.) is being criticized by some group of people.

They are headlines. 2 and 3 are not sentences as they are without a verb.
