I failed my road test in Jersey so can I take my proof of passing the written exam to NY and get a permit, and schedule a road test that will be held in the same week?

Yes, if you are moving to New York.

You can only take a test or get a license in the state you live in, and you can only be a legal resident of one state at a time.

Look at the NY DMV website. You can't get a license in less than a week. They have some very strict rules there. You also need to prove residency.

Yes, states do not communicate with eachother about failed drivers license tests. Just don't mention it.
