Can I plaster over cement basement walls for painting or should I use cement to even out the "dimples" in the walls?

Plaster ? NO!. Moisture resistant drywall. YES. If , you install a moisture barrier and treated furring strips. The correct way to do this is. 1 Moisture barrier floor to ceiling. Preferably no seams. If you have seams in the plastic, tape them with moisture resistant tape. Don't skimp on the plastic. USE HEAVY MILL. 2. Treated furring strips 16" apart with 3/4 in. foam between the furring strips. You can take a less expensive approach. If its not heated. Stucco. If you purchased a quality stucco you wont need a primer coat. Get creative with the trowel. Try different directions and different angles. REMEMBER!! Mold is extremely dangerous stuff. Do all you can to prevent moisture. Do It RIGHT. Do It Once.

I personally wouldn't try to plaster over then because of the moisture in the cement and the possibility of condensation. This would just cause the plaster to fall out. I don't have any suggestions other than that. My basement is finished and actually has sheetrock so I have not had to deal with the cement.

I wouldn't use plaster. I would put up wood furring strips over a vapor barrier, insulate between the furring strips, and put drywall over the top of it all.
