I have read endless descriptions of what God must do: listen to every prayer, no matter how petty or self serving; reward every attempt to do "good;" punish every attempt to do bad; or keep track and punish them later.

Is this a God or a personal lapdog?

God a Lapdog? No, He's not...

I can only speak from my knowledge of Him and His Word when I say that NO ONE can tell God Almighty what to do...and that the Only "Must" is that God will NOT be anything less than who He is - in His Love, in His Truth, in His Power, in His Justice.

Some of what God is - and does - confuses us. But the fact is, we don't know ALL the facts...and we probably Never Will.

God is no lapdog.

Your description of who God is is incorrect. God is not limited nor is he ever restricted. God is what laws of the world obey. Good is "rewarded" and evil "punished" not in the standards of what we perceive as fair. Some deeds go unpunished or unrewarded until judgment.

But rest assured that God is a just God. Everything will be done according to his will.
