I'm a veteran of the US Navy; I was honorably discharged a little over 5 years ago. I never saw combat, but I do have 2 Armed Forces Expedionary medals. Is there any insurance available to me through the VA?

No, there is no VA based insurance available.

The VA does treat non service connected veterans, but there is a means test.

I believe it is $27,500 a year for a single veteran.

Check in to your nearest VA clinic or hospital.
I doubt that you have insurance coverage for civilian medical assistance but you probably qualify for treatment at any VA facility.
I go to a local one here and have had excellent service. The clinics usually have an urgent care (similar to emergency room treatment at civilian hosp.) but much, much faster and just as efficient.
Enroll now. don't wait until you need their service. It may take a few months to get accepted. It depends on the facility.
But once you're enrolled you can go to any facility anywhere.

Depends on how much money you make. If you make too much the VA will consider you to be Category Eight and won't treat you at all. Priority goes to those with service-connect disabilities. I did 25 years in the Navy and I can't even get an aspirin tablet from the VA.

Visit the VA websight at http://www.vba.va.gov to get up to date information on any benefits allowed you as a veteran. Benefits vary depending on time served, dates of service, etc ... best to get full benefit information from a reliable source.

My brother who's a veteran goes to a local VA hospital for his medical needs.
