Your bottom layer. Or the layer that comes first. Lets say you have a picture of a flower and you want to sharpen crop etc. Then the base layer would be the Picture itself. Then the layers would be stacked on top as you worked. One for sharpeneing ETC..

A base layer is the primary or first layer that you either open or create. It is usually locked. The normal sequence in Photoshop is to open a file and then hit Ctrl + J to create a copy of the "base" layer. It is this copy that you normally work on.

The layers actually add/remove layers of colors to the image that is being used. You can see this demonstrated when you go to the layer section and scroll the bar from left to right. You will see that the the color will appear, then remove itself.
