Make pleasant conversation and find out what she's interested in, and what she likes to do. If it's sports or movies, for instance, ask her to one of these events. It would be great if you and she had the same interests, because that would make things a lot easier. However, as the conversation progresses, I'm sure you'll find some things in common that you can both enjoy, or at least talk about. Good luck!

Establish good eye contact and a REAL genuine smile at the right moment will always help.
Dont just use the old 'come here often?' lines, try to pay a personal compliment on her face/smile/hair or anything that attracted you in the first place.
If you can make a woman smile, you have broken the ice.

We all love to help a male...something like ....
Get a puzzelled look on your face...and say "excuse me..just wondered if you'd mind helping me here...from a ladies point of view....My mother's birthday is soon and I want to know what kind of perfume...I should buy her...if she smells good...maybe you could comment that she smells nice...or in the supermarket do the same thing...women are suckers for a helpless male, and love to offer advise...this really works and its non-threatening...its up to you to take it to the next level....

Say "Hi." Mention a piece of jewelry she's wearing and that it's interesting, ask "Is there a story that goes with that?" -- there almost always is.
