Of course. I am in the UK and one of my work colleagues is married to an Englishman and has British citizenship. Check with your applicable Embassy for the Visa requirements. In the UK you can marry who you want - the visa etc is checks to make sure its a legitimate marriage and not just for Visa purposes.

Of course you can live in Europe, the only country who hates mexicans is the US, but yes you need some papers. It depends of the country you are being married if the wedding is in Europe, most EU countries requires a Marriage Visa, this is due to once the marriage is consumed you can exchange it for a residence permit.
If the wedding is in Mexico you need to go to the Foreing Affairs Ministry (www.sre.gob.mx) and to fill the form to marry a foreigner and then later go to the embassy to get the resident permit of the country in the EU.
Is not about permission to marry but the legal papers to get permit for job, health insurance, bank accounts and state benefits.

You don't have to get permission to marry. You can marry anyone you want. Now what the legal rules are about residing and legally working and citizenship depends on the countries.
