There are different names for different types of meetings:
Synod: A meeting of about two-hundred Bishops from all over the world representing their various countries with legislative and policymaking powers. Usually held in Rome every three years
Vatican Councils: Councils of all bishops of the Church called by the Pope. These councils usually are called to discuss specific matters of interest to the Church.
Ecumenical Council: A council for the universal Church to which all bishops and others entitled to vote are called from the entire world to gather under the Pope or his legates to determine the interpretation of doctrines or laws for the Church. The decrees of such a council, after papal sanction, apply to the universal Church and bind in conscience. The latest one was Vatican II which closed in 1965.
Conclave: The meeting of the Cardinals in complete seclusion, when they assemble to elect a new Pope.

The Jerusalem 'council' was nothing to do with the demon-infested creeps who later claimed to be the church, backed by the emperor's sword. The 'whole church' sent the letter to Antioch. The vile Constantine (who appointed himself 'the Thirteeenth Apostle') would have had a coronary at that suggestion!

A council.
The first one was called in Jerusalem in the mid 1st century AD and included the original apostles.
There's been one about every hundred years or so, ever since.
