Despite a few failures, Mossad managed to execute many operations with great success such as:
1. The finding and capture of Nazi war criminal Adolf Eichmann
2. The theft of French Mirage III plans, which led to the development of the Kfir in the 1960s
3. Directed missions for Israeli spy Eli Cohen in 1964, who provided vast amounts of valuable intelligence
4. Assassination of Nazi war criminal Herberts Cukurs hiding in Brazil in 1965
5. Assistance in the defection and rescuing of the family of Munir Redfa, an Iraqi pilot who defected and flew his MiG 21 to Israel in 1966
6. The removal of five missile boats from the French shipyard of Cherbourg which were paid for by the Israeli government but were not delivered due to the French arms embargo in 1969
7. The assassination of members of Black September, which was responsible for the Munich massacre at the 1972 Olympic Games, called "Operation Wrath of God"

This is hard to answer, because most of what they do, how they do it, and where they do it; is unknown. In speculative reasoning, I would choice the USSR. The first head of the KGB was Beria. His statue still stands outside Lubyanka prison. He was top spy from about 1918 until he died. When the USSR fell, a lot of records were opened to the public. These included the often argued case of the Americans, the Rosenbergs. The records proved that they were spies. Also, an example is the Walker family. They gave codes to the USSR. The codes were so good, that the USSR needed the machine we used to decode them. Hence, the order North Korea to seize the Pueblo. The first thing when the ship got to port was they removed the encoding/decoding machine and flew to Moscow.

My next choices not necessarily in order are either the CIA or the Massad.

My last choice is the French.

Here are some bits and pieces on the subject:

1. KGB took the best and brightest, according to a friend of mine in the CIA.

2. The Mossad has the most formidable reputation. That may be due to the necessity of being alert to the potential machinations, not only of Israel Mideast neighbors, but Israeli haters as far as a half a world away.

3. The British have longevity and experience in the spy business.

4. From my insider, I have learned the CIA is absolutely methodical and constant in its quest for information. It has extremely sophisticated tools and experts in a wide range of technology and techniques.

Having said all that, all spy agencies are limited by the large-organization bureaucracies. The CIA couldn't predict 9-11 or the fall of the Soviet Union. Is that a fair criticism? Don't know. Are spies in large organizations hampered from doing what they need to do? Probably, at least to some extent. All large organizations don't manage themselves well.

It is also important to keep in mind that the work of many spy organizations really relates more to the handling of turncoats. Mossad and the CIA and the rest are good at finding the right people inside their target entities, getting the most out of them, analyzing the data, and fully exploiting it. There are two absolutely sensational espionage accomplishments by the KGB against the United States which had enormous impact.

Iran: No doubt about it: Iranian intel operatives are running the show in the Middle East and are behind Iran's rising influence.

Iranian spies have infiltrated the Iraqi government so extensively that the whole country is a persian puppet.

In Israel, Iran has established a vast spy network that has allowed Iran to track the Arrow II and other secret weapons and projects.

I only have one evidence to back up my answer: but it goes to which country has the worst spies..lol...I hope you find this one funny...a few years ago 2 Mossad agents were caught spying with false Canadian Passports...and sadly when Canada demanded an apology one was never given...you could google it if you wanted to. So I would have to say the old KGB was the best! lol although they do not exist anymore...I would have to have an opinion of the CIA being the best. The FBI and CIA have also come into Canada to spy....lol ...but then our government found them out..so how good are they? lol...in the end of all ends..why do people need to spy on Canada...or use our passports...maybe because we're naive? Peace!

Security Clearance is possibly a "you're a spy that got through the background check and polygraph" set-up designed by criminal authorities to compromise a security clearance workforce that has signed away their ability to escape entrapment.

Israelis are so good at their spies/intelligence that have survived since 1947 in a sea of hate and with those that want to push them into the sea at best, and annihilate them at worse

It is undoubtedly the USA and there is no reason to give solid reasoning. Can't you see what that country is doing through out the world specially Afghanistan, Iraq, Iran and North Korean nuclear problem. do you need more solid reasoning?
