This phrase probably originated from atmospheric conditions causing the moon to appear to be blue, on very rare occasions
The last "blue moon" was on the night of 26/27 September 1950. A huge forest fire in Canada (I think!) put so many particulates into the atmosphere that the moon actually appeared to be blue from southern England.
My father likes to tell me I was a "blue moon" baby as I was born on 27 September 1950 in the early hours of the morning!

The second full moon in one month. Say that October 1st is a full moon, then there is a full moon again on October 30th- the one on the 30th would be the blue moon.
You're right- it doesn't happen that often. I think that is where the saying "once in a blue moon" comes from.

If I recall correctly, a BLUE MOON
is when the moon comes full
two times in the same calender month
And so, the phrase "once in a blue moon"
would refer to anything that happens, but only rarely.

I thought it was to do with the Harvest and the longest night of a full moon - farmers were able to harvest their crop by the light of the moon. It doesn't happen very often hence the expression once in a blue moon.
