Yep. It is called "retaining license in lieu of appearance" or they keep your license and you get it back when you show for traffic court. A lot of small town departments do this to prevent no shows at their courts because some ppl think small towns won't pursue failure to appear warrants on out-of-towners.

Yes...especially if you have a fairly large number of tickets (ESPECIALLY if they are unpaid).

Heck, one guy, in the previous century, received the death penalty in Ohio for speeding...mind you he was also facing dozens of other charges, including several murders in the same indictment, and was found guilty on all charges. :D

yes, they can, if you are going rediculously fast. ex: 120mph in a 55mph zone. the seatbelt is only a $12 fine in wisconsin, so thats not much. im kind of curious why you ask though...
