I don't think that the United States needs a President that will Kowtow to Terrorist. Anyone that has read anything on the events that lead to 9/11, knew that the inception of this plot began in the Clinton era. Just read the Warren Commission report. ( A non-partisan) report on the events that took place leading to, during and after the 9/11 attacks.
I think saying that America asked for it, is like saying that a woman asks to be beat for standing up against an abusive husband. Terrorist are going to attack when we are weak, and at the time of 9/11 our strength and reputation as a Strong National Power, had diminished through the inception of the Clinton's Presidency. A strong National Defense has never been a platform on which the Democrats have run. It never will be. Anyway, in answer to your question, no our leaders should not remain silent, in order to appease terrorists, never.....

I seem to recall the end of the Vietnam War, the return of the hostages by the Iranians, the fall of the Berlin Wall, and the break-up of the Soviet Union being the direct result of Republican presidents' actions. Remember a little thing called detente? None of these results were obtained on the watches of presidents who were attacked by rabbits or finding clever uses for cigars.
On the contrary, that other pack's prezes dragged us into the Vietnam quagmire and tried to invade Cuba. They tried to make up for it by destroying the US intelligence apparatus (CIA, etc.) which led, directly, to current messes, including 9/11.
Thinking conservative? Highly debatable.
ADDENDUM
"The marines can remember because a song was written, "from the halls of Montezuma to the shores of Tripoli." Tripoli is Lebanon. Study that little war with America."
Perhaps you should do a little more studying about that "little war" as the Tripoli in question is not in Lebanon, but in Libya. The "war" was, actually, two wars: The First Barbary Way and the Second Barbary War. The action was along the North Africa coasts of Algeria and Libya, not Lebanon.

I guess you would say Bush caused the bombing of the American embassies, the bombing of the USS Cole and the bombing of the Trade Center. He wasn't even in office during those times. There is an old enemy raising its head called Islamic radicals. The marines can remember because a song was written, "from the halls of Montezuma to the shores of Tripoli." Tripoli is Lebanon. Study that little war with America.
Winston Churchill said something about appeasing a crocodile only makes him eat you last. We'd been appeasing this "AXIS OF EVIL." I love our President. He has a way with words because "axis of evil" puts a bullseye on the target. Too often presidents speak like politicians and after they are finished speaking everyone wonders what they said, but not President Bush. When our President speaks his words are understood. A rarity in our government, because this President listens to people in the know. He is not a know-it-all and can appreciate years of experience. He'll go down in history as knowledgeable enough to call a spade-a-spade.

As much of a dumba$$ as Bush is, his speeches had nothing to do with 9/11 - that was in the making long before Bush took office. Bush was less than a year into his first term and as I recall, did not make speeches against Muslims. In fact he violated the U.S. policy of "no deals with terrorists" by paying ransom to Muslim separatists in the Phillipines for two missionaries.
Also, the U.S. and the west were under attack by jihadists during the Clinton administration. Remember the first WTC attack in 1993?
Islamic supremacy and the global jihad, aided by bad U.S. policy, were the reasons for 9/11
