New Scotland Yard or Scotland Yard, informally known as The Yard, is the headquarters of the Metropolitan Police Service, responsible for policing Greater London. The New Scotland Yard occupies a 20-story office block along Broadway and Victoria Street in Westminster, about 450 metres away from the Houses of Parliament. The famous rotating sign, which is often seen on live television statements and in films, is outside the main entrance on Broadway.
So England. yup.

Scotland Yard was a small cul-de-sac near the Westminster Embankment in London (England) which came to fame when the Metropolitian Police established their offices there.
These days, Scotland Yard is the popular name for the Metropolitan Police - the actual offices were moved many years ago and are now close to St. James' underground station.

Scotland Yard - see attachment
Maybe they named it Scotland Yard even though it was in England to throw the bad guys off. Makes me think of the Blue's Brothers where there they give there street adress as Wrigley Field.
