It wouldn't really be a human rights issue unless there was no possibility of living together in Serbia or Croatia. Anyway, you should take advice from a Citizens Advice Bureau or solicitor. If your husband's spouse visa is refused, you can appeal to the Immigration court, where you will have a better chance, it may delay things by about six months. However, you need to fulfil the basic criteria, that you can show you have suitable accommodation and can suport yourselves without public funds. The best thing is to present lots of evidence with the application - bank statements, tenancy agreement, wage slips, evidence of your relationship, etc, so that you are not refused and have to go to appeal. I strongl urge you to take legal advice, it can save you a lot of grief.
As for human rights, don't believe all the stories in the papers. This country isn't always that bothered about human rights, especially as they affect foreigners.

You heard wrong, either deliberately or because you just haven't been paying attention. The "Palestinians" were bought out by Britain in the late 1940s at a price much higher than the value of the land they were illegally squatting on, and given new homes which they greedily accepted. The Jews then improved their ancestral homelands, thus increasing the value of those lands just like they increase the value of everything they touch. The Muslims have been trying to get them out so they can take over these valuable lands ever since, regardless of the fact they abandoned any legal claim to that land years ago. Israel has only tried to defend herself against these attacks. Every time they agree to a cease-fire, the Palestinians stick to it only long enough to re-arm and then they break the truce. Every single time. If the Palestinians stop fighting it's because they are re-arming. Palestine has never been denied basic human rights, they have only been denied the opportunity to freely attack Israel and that makes them angry so they scream to the world they're being denied their basic human rights. News Flash: attacking a peaceful neighbor without cause is not a basic human right.

The immigration law is there for a reason, if you find he has been denied a visa, then there must be a reason for this. I would suggest you go to see a solicitor if you feel that this is going to be the case. They should inform you of why it has been rejected at least.
As regards to human rights well that is the 'flag' many like to fly in the EU. Remember the killer of the school teacher who the government is trying to deport? His solicitor is saying it is against his human rights as well to be deported from the UK.

It depends on the reason why it is turned down, if it is. If he is legitimately judged to be a security threat, then it's a balance between your rights and those of others - I'm not saying he is, since I obviously don't know him, but this is the only reason why it would be acceptable to turn him down. A sham marriage would also be an acceptable reason, but that obviously doesn't apply to you, since you've already lived together overseas. If he is turned down, and you believe it's unjust, then contact an immigration attorney.

You have the right of appeal against any refusal For a Visa.You say that the Uk is a miserable and grey country then stay where you are.I would have thought that Serbia has had its share of problems.The people we are admitting to thids country make it for what it is.A word of advice on this keep your views to your self it wouldnt go down very well with our Embassy staff rightly so.

you should be ok if all your paperwork is in order. you will have the right to appeal. your best bet would be to see an immigration solicitor who will give you all the details you need or look on the home office web site. sorry i can't post you a link, i can't seem to get on there today.

my friend married a Albania man and every two years he has to go back to Albania to renew his visa they have also been trying to get him perminate visa that seems to be taken a long time to sort out just keep applying if at first you don't succeed try try again good luck

the authorities will turn down a claim if they think that you have only got married for the visa, which does happen in some cases
