Is there a local college that runs a fashion course? Maybe you could approach them to help with outfits and models. You will need a venue, a church/community hall is ok but if you can beg a local hotel or similar for a room it is a bit more classy. You will need to print tickets and decide how much you will charge. Will there be food/drink? Will you have entertainment?
Good luck!

My college had a fashion show at our school, they also did a few other things that I feel really helped build up the crowd and ultimately help with the cause.

First they also had a gift auction where people bought raffle tickets to win various items that were donated by the community for the event...it was great!

Second they also made little gift bags that conveniently noted where all the donations came from so we could visit their stores in the future! Hey, they gotta get something out of it too!

Great places to go for donations are big chains such as target, staples has helped us out on occassion too...

Also local hair cutteries, real estate agents, Mary Kay...you name it they will want to be involved!!

Good Luck!

Or a Fashion Design School.

And you might be able to get hair and make-up for your models done free by a local Beauty School.

You can ask local Clothing Stores that want publicity to provide the outfits.
