gross income is money (or equivalent) you earn or is given to you. Saving money is nothing given to you.

You earn five dollars, pay taxes and take 4 dollars to the grocery store. You find an item on clearance for 4 instead of 50. So you saved a 46, but noone ever gave you that 46 in fact had the item been 46 you wouldn't have had it. You now have no money and saved 46. What if you had to pay tax on the 46? If it worked this way at the end of the year you could owe more than you earned.
