It doesn't make sense that the Government would make up these stories. My hunch is that abuses have been encouraged or endorsed at a high level of command, and now it's time to find fall guys. It's called finding a scape goat.

This is probably a way to appease the critics of obvious/documented abuses and to protect those higher-ups who are guilty of encouraging this wrong behavior.

It sounds like the defense is taking the position that this was ordered from higher up the chain of command. I hope you don't seriously believe these things have not happened in Iraq.
