How old are you? Your periods could be irregular. This is very common in teenagers who haven't had their period for very long, sometimes they can be absent for a couple of months. I don't know what your spotting could be. There are various causes ranging from serious to normal, although one of them is "implantation bleeding" which means you're pregnant and would also explain your lack of period, have you had sex or anything? I suggest either you wait it out or see a doctor just to make sure everything is okay. Probably best to see someone if you are worried.

It's most likely just a normal variation in your cycle.
I've experienced what you describe often in my teen years.
It has also happened to me a couple of times in the last year.
Question: Have you recently started new medication? Birth control pills especially can cause spotting and irregular periods.

No, this is not normal and could mean something like a hormone imbalance but the only way to know for sure what is going on is to see your doctor for further evaluation of the situation to see what they think is going on.

that depends on a variety of reasons - how old are you? are you on birth control? are you sexually active? have you changed your diet/exercise program to the extreme?
