The President can Pardon anybody except one person, that is his self. If he could have Richard Nixon would have pardoned him self and served out his second term.

Yo it's me - the war was not sanctioned by the UN. The resolutions in place against Iraq did not authorize force. Bush knew this and was preparing a new resolution with the UK that did. When it became evident that France (and probably Russia and China) would veto such a resolution they bypassed the process and went ahead anyway.

I do agree with the rest of what you have said - Bush will not face charges for war crimes in any court that holds jurisdiction over him.

It's more proof that he thinks he's above the law, and that he thinks he was guilty of war crimes. Retroactively making a crime legal through legislation is a dangerous precedent that future presidents may follow.

On the flip side, there were several cases where the Justice Dept was trying to prosecute US Muslims for contributing to charities several years BEFORE they were declared terrorist organizations

Considering that the war was sanctioned by the U.N. and with the affirmative vote by the U.S. Senate, I don't think it is realistic to think he will be indicted for war crimes. Furthermore, the heads of state from the countries that win a war are never charged with war crimes.

That's old news. I don't remember if that bill passed or not but it doesn't matter. If the democrats want to, they can pass another bill repealing the first.
