n1 = (630*48 - 1190*25) / (12*48 - 22*25)
n2 = (12*1190 - 22*630) / (12*48 - 22*25)
n1 ≈ 18.846
n2 ≈ 16.154

Take matlab notation that elements of a row are separated by comma (,) and rows separated by semicolumn (;).
Then:
[n1] = [n11; n21], and
[n2] = [n12; n22].

Then your equations are:
12*n11 + 25*n21 = 630, and
22*n12 + 48*n22 = 1190.

Integer solutions to those equations are:
n11 = 15, n21 = 18 and n12 = 17, n22 = 17,
as you can verify.
